Sets a new Tcl command for the next reschedule of this action.
Description
Called by an Action routine to set a the Tcl command to be invoked
on the next reschedule of this action.
This routine should only be invoked from actions which where
set up using the Tcl command DitsPutAction or the C routine call
DtclPutAction.
